Aggregated Distributed Energy Resources (DERs) and Virtual Power Plants (VPPs) are being implemented across the country with the primary purpose of reducing peak demand and providing value during high-cost hours. As regulators and utilities grapple with rising demand, they are increasingly interested in VPPs as part of the solution to maintaining affordable energy for consumers. However, VPPs can provide more grid services and address system constraints beyond just peak reduction. This session will focus on how aggregated DERs can provide additional grid services—including voltage support, frequency regulation, locational dispatch, and local distribution system value—as well as the policies, program design, and compensation structures needed for unlocking this value. The panel will also discuss approaches to demonstrating the value and reliability of new VPP use cases to utilities, regulators, and the industry; achieving robust consumer participation; and balancing multiple (and sometimes mutually exclusive) value opportunities.
